Les filières cotonnières africaines face à la mondialisation : acteurs ou spectateurs ?

Résumé
à la lumière des résultats de la réunion ministérielle de l’Organisation Mondiale du Commerce (OMC) à Hong Kong, cette présentation fait un bilan intérimaire des négociations de l’OMC, en soulignant les résultats partiels obtenus mais aussi le chemin qui reste à parcourir pour arriver à une élimination substantielle des subventions ayant un effet de distorsion sur le marché et un impact significatif sur les économies africaines productrices de coton. Trois ans après la soumission de « l’Initiative sectorielle sur le coton » par un groupe de pays d’Afrique de l’Ouest et du Centre, les bases de cette initiative, le rôle des différents acteurs et les progrès réalisés sur ce dossier seront mis en perspective. La place centrale du coton dans le cycle de négociations de Doha sera également étudiée à la lumière des enjeux plus larges qui sont au cœur des négociations actuelles.
Abstract
The African cotton network faces globalization: actors or onlookers ? Given the results of the WTO Ministerial Congress in Hong Kong, the presentation gives a halfway appraisal of the WTO, highlighting partial results and the necessary steps needed to reach a substantial cancellation of the subsidies which generate market distortion effects and have a negative impact on African cotton producing economy. Three years after the Cotton Sector Initiative has been presented by some West and Central African countries, the Initiative baselines, the part of the different stakeholders and the progress done on this issue are presented.The central position of cotton in the Doha negotiations is discussed taking account of broader strakes that apply in the present debates.
