Example: Topan (A.), ‘The resignation of the Santer-Commission: the impact of “trust” and “reputation”’, European Integration Online Papers, vol. 6, n° 14, 2002, http://eiop.or.at/eiop/texte/2002-014a.htm(consulted on 10/11/2002).

The Federalism-Regionalism Review is an electronic publication under the rules of Open access. It uses formatting software that operates by means of the use of particular ‘styles’. For this reason the text must be set up as simply as possible:

-       Do not number pages;

-       Texts should be in Times New Roman 12 point with single spacing;

-       Different headings must be clearly distinguished; no more than three levels of these should be used, and according to the following format:

1.     Top level heading

1.1.   Second level heading

1.1.1.     Third level heading

-       Paragraphs should not be separated by a blank line; a new paragraph begins on the next line after the end of a paragraph.

-       Foreign words or words from ancient languages (e.g., Latin) should appear in italics. It is necessary to avoid using italics, bolding, or underlining in order to highlight words or phrases;

-       Tables, graphics, and images must be submitted in a separate document, with indications as to their respective position in the manuscript;

-       Quotations are enclosed by English-style quotation marks, without any space between the first quotation mark and the first word quoted, or any space between the last word quoted and the final quotation mark: (‘example’). The text in quotation marks should not be placed in italics.

Texts submitted must not contain grammatical errors. Capital letters must bear accent marks where appropriate.

Texts must be submitted in electronic form either as Word documents or in RTF format.

Texts will be sent prior to publication for evaluation to specialists in the matters covered, using the double-blind format. The anti-plagiarism tool of the University of Liège (based on Ephorus) is used for every submitted article before the peer-review process.

PREAMBLE

Fédéralisme-Régionalismeis an international academic electronic journal. It publishes original articles which address the political dynamics and the institutional structures of the complex political units which are regionalised or federal States, as well as inter- or supranational organisations. It is run by an Editor-in-Chief, a Sub-Editor and an international editorial board composed of researchers and teachers from various universities and research institutions as well as independent researchers. Through its publications, access to which is deliberately free of charge, it sets out to contribute to the dissemination of work on federalism and regionalism in the public as well as the academic arena. The Fédéralisme-Régionalismejournal is placed online under a CC BY 4.0 License on the PoPuPs website (www.popups.ulg.ac.be).

The Author has written a work of scholarly research (hereinafter referred to as ‘the Work’) in French/English/Dutch, which, after having been submitted to the editors and two anonymous reviewers, and where necessary corrected to meet the requirements of the comments made by the latter, has been accepted by the Licensee for publication in the Fédéralisme-Régionalismejournal.

The Author and the Licensee consider that allowing widespread access to academic and scientific research articles is in the general interest.

ACCORDINGLY, THE FOLLOWING HAS BEEN AGREED:

ARTICLE 1: Licence

The Author grants to the Licensee a non-exclusive licence to use the article entitled:

................................................................................................................................................................................................................................................................................................................................................................................................................................... (hereinafter referred to as ‘the Work’) which the Author today delivers to the Licensee on an electronic storage medium with a view to it being published in the Fédéralisme-Régionalismejournal and being placed online under the CC BY 4.0 License on the ‘http://.popups.ulg.ac.be/federalisme’ website.

ARTICLE 2: Extent of the licence

This licence confers upon the Licensee the following rights:

- on the one hand to reproduce theWork, together or otherwise with the works of third parties, for the purposes of publication in the Fédéralisme-Régionalismejournal and to place it on the internet website specified above, and on the other hand to reproduce it through any technology on an electronic/digital online storage medium and on the servers required for its distribution.

- to establish any necessary hypertext link in accordance with standard practice from or to the site on which the Work is reproduced.

- to disseminate the Work on the Internet network from the aforementioned Internet website and on any other type of computer network, including international bibliographic databases, such as EBSCO in particular.

- to adapt the Work, in particular to compress it, in order to include it in the Fédéralisme-Régionalismejournal and distribute it online, in other words to modify certain of its presentational settings, such as the typography and the format, the colour, the contrasts, the size and the DPIs of graph features.

ARTICLE 3: Scope of the licence

The licence is granted for a period of time equal to the ‘droit d’auteur’ (copyright) (the whole of the legal copyright duration) and world-wide, with no territorial limits.

This is a non-exclusive Licence. Consequently the Author has the right to personally make use of the Work and to grant or give his/her rights as a licence to a third party for the purposes of later publication on any type of medium, including electronic storage media, as long as it is clearly and legibly stated that the Work was first published in the Fédéralisme-Régionalismejournal, along with its internet address.

ARTICLE 4: Sub-licence

The Work published in the Fédéralisme-Régionalismejournal will be sublicensee to third party users under the CC BY 4.0 Licenseso that they might:

-      read, download and print the Work ;

-       share, copy and redistribute the Work in any medium or format ;

-      adapt, remix, transform, and build upon the Work

for any purpose, even commercially.

The exercise of those rights is expressly made subject to the following conditions :

-      Users must give appropriate credit, provide a link to the license, indicate if changes were made and retain an indication of previous modifications;

-      Users may not apply legal terms or technological measures that legally restrict others from doing anything the license CC BY 4.0 permits.

ARTICLE 5: Moral rights

The Author expressly waives his/her right of integrity to prevent the modifications required for the publication of the latter in the Fédéralisme-Régionalismejournal and its incorporation in a digital online environment with consequences relating to ergonomics and the display of computer screens.

The Licensee however undertakes to make only strictly necessary modifications to ensure a certain uniformity in the layout, which means that only the article’s presentational settings might be subject to modification.

The Author agrees to waive or not assert any moral rights, to the limited extent necessary to allow the public to exercise the licensed rights under the CC BY 4.0 license.

The Licensee moreover guarantees that the Author’s right to claim authorship will be respected.

In signing the current Agreement, the Author states that s/he has freely exercised his/her right of disclosure.

ARTICLE 6: Royalty

The Licensee shall pay to the Author no royalty, fee or any amount whatsoever for the licence granted under article 1.

ARTICLE 7: Warranty

The Author represents and warrants that he/she is the sole owner of the copyright in the Work.

He/she represents and warrants that prior to the current licence, he/she has neither assigned nor given as an exclusive licence to a third party, such as a publisher, the copyright necessary to the licence granted to the Licensee within the framework of this Agreement.

The Author also guarantees that he/she has received all the necessary approvals from any intellectual property rights holders who could claim their rights to the Work or to elements included in the Work (photographs, graphs, etc.).

ARTICLE 7: Governing law – Jurisdiction

This Agreement shall be governed by Belgian law.

In the event any controversy or dispute arising out of or relating to this Agreement, the parties shall submit such dispute to mediation according to article 1724 to 1733 of the Belgian Code judiciaire. If the parties cannot reach an amicable settlement, the dispute shall be exclusively settled by the Courts of Liège.

As witness whereof, the parties have caused this agreement to be signed on the date first above written in two original copies, each party acknowledging that they have received theirs.
