Résumé

Das Kongress wird so konzipiert, dass er den Dialog zwischen den Ländern der Europäischen Gemeinschaft sowie Zentral- und Osteuropa über nachhaltige ländliche Entwicklung anregen soll. lm Herbst des Jahres 2000 wird eine Reihe neuer Maßnahmen in Rahmen der Agenda 2000 sowohl in der Europäischen Gemeinschaft als auch in Zentraleuropa in Kraft treten. In den 15 EU-Ländern sehen die neuen Richtlinien für ländliche Entwicklung und des LEADER+ Initiativen Rahmenbedingungen für Aktionen der staatlichen und regionalen Veraltungen für das neue Gleichgewicht zwischen der Landwirtschaft und dem „zweiten Pfeiler" der ländlichen Entwicklung vor. In den 10 zentraleuropäischen Ländern in Vor-Beitrittsstadium schaffte die Agenda 2000 eine neue Basis für die Unterstützung von Plänen zur Ländlichen Entwicklung durch die Europäische Gemeinschaft über die SAPARD-, PHARE-, und INTERREG-Programme. Derartige Pläne wird die Zustimmung seitens der EU im Jahr 2000 erhakten, wenn sie von Regieringen vorgelegt werden. Die Vergleiche von Ideen, Erfahrungen und Formen von Partnerschaften, die Regierungen mit nichtstaatlichen Gruppierungen und der am Lande lebender Bevölkerung in Sachen ländlicher Entwicklung suchen, steht zur zeit ganz Koch in Kurs. ECOVAST, als ein paneuropäisches NGO, dem Wollergehen und des Erbes im ländlichen Europa verpflichtet glaubt, dass die ländliche Entwicklung desto effektiver und nachhaltiger sein wird, je mehr sie sich auf derartigen Partnerschaften stützt

Abstract

The Congress was designed to provoke dialogue between the countries of the European Union and of Central Europe on the thenie of sustainable rural development. In the autumn of 2000, a new series of rural development measures came into operation, both in the EU and in Central Europe, within the framework of the Union 's Agenda 2000. In the 15 countries of the EU, the new Rural Development Regulation and the LEADER+ Initiative provide a framework for action by national and regional governments, with a new balance between agriculture and the "second pillar" of rural development. In the 10 pre-accession countries of Central Europe, Agenda 2000 provides a new basis of support from the European Union for rural development plan under the SAPARD, PHARE and INTERREG programmes. These plans, submitted by governments, gained approval from the EU in 2000. There is thus strong value at tins time in comparing the experience and intentions of governments in rural development, and the forms of partnership that they are seeking with non-government organisations and with the people who live in rural areas. ECOVAST, as a pan-European NGO committed to the well being of the people and the heritage of rural Europe, believes that rural development is more likely to be effective and sustainable if it is based upon such partnership.
