Quarante ans de politique agricole européenne commune et d'agriculture en Belgique

Résumé

Dans l'introduction, l'auteur rappelle les premières étapes de la Politique Agricole Commune de l'Union Européenne jusqu'au Plan Mansholt. En 1992, avec les surplus de production et l'émergence de nouveaux problèmes sociaux et écologiques, une réforme de la PAC entra en vigueur, mais l'extension de l'Union posera des problèmes nouveaux et complexes. L'agriculture belge est une des plus intensives d'Europe avec spécialisation vers l'élevage et une hausse de rendement et de productivité continue de 1950 à 1995. La différenciation interrégionale de l'agriculture belge est énorme : agriculture intensive et petites fermes en Flandre, agriculture "extensive" et grandes fermes en Wallonie (30,4 ha par ferme wallonne contre 18,8 ha par ferme pour toute la Belgique). Le futur de la PAC et les effets acquis de l'agriculture belge sont décrits.

Abstract

Forty years of a Common European Agricultural Policy and farming in Belgium. In the introduction, the author recalls the prime targets of the Common Agricultural Policy of the European Union to the Mansholt Plan. In 1992, a rise in farm surplus and the emergence of new social and ecological problems led to a reform of the Common Agricultural Policy. Nonetheless, the planned further expansion of the European Union poses new, complex question. Belgian agriculture is one of the mort intensive in Europe, and in 1950-1995 specialization in animal husbandry and the attainment of a high yield per hectare were continued. The inter-regional differentiation of Belgian agriculture is enormous and continues to grow; Flanders is dominated by intensive farming (and small farms) while the Walloon region - by extensive farming and large farms (the average area of cultivated land in a single Walloon farm totals 30,4 hectares, while the Belgian average is 18,8 hectares). The author subsequently refers to the New Common Agricultural Policy of the European Union and describes acquired effects in Belgian agriculture.
