Les enjeux de l’investissement privé en milieu urbain : l’exemple de la Wallonie

Résumé

L’article vise à identifier les principaux obstacles à la participation de l’investissement privé dans la fabrique de la ville en Wallonie, au travers des leçons tirées de deux projets urbains d’envergure : la régénération du site de l’ancien hôpital de Bavière à Liège, la première métropole de Wallonie avec une région urbaine de 670 000 habitants ; et la construction d’un centre commercial dans le centre-ville de Verviers, agglomération moyenne de 100 000 habitants à 30 km à l’est de Liège. Aux difficultés identifiées, des pistes d’amélioration sont formulées dans un contexte socio-économique libéral, avec une tendance à la réduction de la capacité d’investissement public. L’article met en avant les enjeux de planification stratégique et de gouvernance afin de favoriser l’attractivité des villes wallonnes à l’investissement privé, dans une logique qui devrait bénéficier autant aux promoteurs qu’à l’intérêt collectif.

Abstract

The article aims to identify the main obstacles to the participation of private investment in the development of urban areas in Wallonia. This is done through the lessons learned from two major urban projects: the regeneration of the former hospital site “Bavière” in Liege, the first Walloon metropolitan area, with about 670,000 inhabitants in the urban area; and the construction of a shopping mall in the city centre of Verviers, an urban region of approximately 100,000 inhabit-ants located 30 km east of Liege. To the main identified obstacles, the article develops measures for improvement in a liberal socio-economic context characterised by a reduction in public investment capacity. The article highlights the issues of strategic planning and governance in order to make private investment more attractive in Walloon cities, in a perspective that should benefit to the developers as well as to the collective interest.
